Rajasthan compulsory registration of marriages (amendment) bill, 2021 passed by voice vote hence it is now mandatory to apply for registration within 30 days of marriage.
Jaipur, September 17. On Friday the state assembly passed the compulsory registration of marriages (amendment) bill, 2021 by voice vote. It will now be mandatory to apply for marriage registration within 30 days of marriage. Also, the bride and groom who have been residing for more than 30 days can also apply to the marriage registration officer.
In response to a discussion on the bill, the minister of parliamentary affairs, Shri Shanti Kumar Dhariwal said that after this, if the married couple or groom has not completed the age of 21 years and the bride has not completed the age of 18 years, their parents or guardians should give the application to the registrar within 30 days from the date of marriage.
He said that it is compulsory that to register every married person (even if there is a child marriage). He said the amendment does not say that such marriages will be valid. The district collector can take action against them. This amendment is not a contradiction of central law. The supreme court has also ruled the same.
Shri Dhariwal said that registration can be done at the level of the district marriage registration officer as well as an additional district marriage registration officer and block marriage registration officer. This will bring simplicity and transparency to the work.
The affairs minister said that the marriage registration certificate is a legal document. If this is not there, widows will not get the advantage of many schemes. Now, even if either the bride and groom die, the family can apply for marriage registration and get the certificate.
Earlier, the House rejected the proposal of members to publicize the bill by voice vote.
