The definition of the farmer was revised on the basis of central government guidelines and no family was deprived of capital subsidy even after the amendment says minister of parliamentary affairs.
Jaipur, September 18. on Saturday Shri Shanti Kumar Dhariwal said that the definition of the farmer has been revised as per the guidelines of Kisan Samman yojana released by the government of India. He said the amendment has not deprived any family of capital subsidy. Shri Dhariwal said that the amendment clarifies the definition of a farmer. The revised definition will have the category of farmer only those persons and families who are completely dependent on agriculture for their livelihood.
He said that the new provision will give clarity to the definition of the farmer so that families who are completely dependent on agricultural income get the highest advantage of the scheme. He said that under agro-processing, agro-business, agro-export promotion policy-2019, the state government gave 50% subsidy to the farmer. He said that even if the definition of a farmer does not come, a 25 percent subsidy is given by the state government.
Shri Dhariwal MLA, Shri Balwan Punia, was responding to attention raised by former and present of state, former and present Lok Sabha, Rajya Sabha, and assembly members regarding non-inclusion of former and present municipal corporation mayor and former and present Zilla Parishad in the “Kisan Parivar”.
Speaker of the Legislative Assembly Dr. CP Joshi clarified that the definition of farmer given by the Central Government is only for the Kisan Samman Nidhi scheme of the Government of India. He said that this is not a common definition for a farmer, so the notification issued regarding not considering public representatives as farmers should be amended. In the definition of a farmer, the provision of not treating public representatives as farmers should be defined as before, so others can get the benefit of 50 % subsidy under the scheme.
The Parliamentary Affairs Minister said that as per the directions of the Speaker and as per the intention of the House, the Act would be amended again.
Shri. Dhariwal said that under the notification issued on September 2, 2021, former current ministers, former and current members of Lok Sabha, Rajya Sabha and Vidhan Sabha, former and present mayors of municipal corporations, and former and current district council presidents, have to be farmers’ families. A notification about non-inclusion has been issued. He said that in the Rajasthan Agro-Processing, Agro Business, Agro-Export Promotion Policy in the Gazette, the definition of a farmer is such a person, who actively grows crops and whose livelihood is based on agriculture.
