Jaipur, 17 September. The sixth session of the Rajasthan Legislative Assembly was adjourned indefinitely at 6:25 pm on Saturday. Earlier, Speaker of the Assembly Dr. C.P. Joshi said that this session started on 10 February 2021. A total of 26 meetings were held in this. In this, the proceedings of the Legislative Assembly lasted for about 186 hours 46 minutes till the end of the proceedings on 18 September 2021.
Dr Joshi said that a total of 8763 questions were received in this session, out of which starred questions are 3941 and unstarred questions are 4822. A total of 447 starred questions were listed out of which 290 questions were asked orally and answered. Similarly, 470 unstarred questions were listed.
The Speaker said that a total of 405 adjournment motions were received from the members under Rule 50 of the Procedure. Out of these 125 adjournment motions were given an opportunity to speak in the House and 116 members gave their views.
He said that 362 special mention proposals were received from the members under Rule 295 of the Procedure. Out of these, 310 Special Mention Notices were read/ deemed to have been read in the House. Information regarding 162 was received from the state government. 52 notices of special mention lapsed due to the absence of members in the House.
Dr Joshi said that under Rule-131 of the procedure, information of 890 proposals was received. 886 proposals were sent to the State Government for factual information, out of which the replies of 516 proposals have been received from the State Government. A total of 23 motions were listed in the list of businesses to attract the attention of the minister concerned in the House. A total of 04 calling attention motions were rejected.
He said that the Governor gave his speech in the House on February 10, 2021, which was discussed in the House for 4 days, in which 69 members participated. The debate on the speech on February 15, 2021, was answered by the Chief Minister on behalf of the State Government.
Joshi informed that the consideration of demands for grants was presented in the House on February 24, 2021, for the budget estimates for the year 2021-2022, on which a general debate took place for 4 days, in which 84 members participated. On March 04, 2021, the Chief Minister answered the debate on income-expenditure on behalf of the state government.
He said that 8 days were allotted for discussion in the House on the demands of 11 grants related to various departments. Information about 2682 cut motions was received on Demands for Grants, out of which 1929 cut motions were presented in the House and 753 cut motions were disallowed. A total of 272 members participated in the discussion on the demands for grants held on different days.
Dr. Joshi informed that a total of 17 bills were introduced in the current session and 20 bills were passed by the House, including those introduced in the previous session. A total of 362 amendment proposals were received from the members on the bills, out of which 30 amendment proposals were inadmissible and 332 amendments were accepted at the secretariat level.
Dr Joshi informed that 09 petitions were presented by the members in the House. A total of 41 reports of various committees were presented in the house during the session.
In the end, he thanked the leaders and all the members of all political parties for their cooperation in the functioning of the House. He also thanked the members of the Chairman’s Table for their cooperation. He also expressed his gratitude to the Leader of the House, Chief Minister, Leader of Opposition and Deputy Leader of Opposition, Government Chief Whip and Government Deputy Chief Whip, Whip of the Opposition for the cooperation given in the conduct of the business of the House.
He thanked the officers and employees of the Legislative Assembly for their cooperation in the session work and also to all the officers and employees of the Police Department for the security arrangements made during the session. He also thanked all the departmental representatives of the state government for the help given in the conduct of the proceedings of the assembly. The media persons were also thanked on behalf of all the members.
